The ground was rock solid in 2005, part of the reason it flooded, the ground barely absorbed any water. It's getting a good soaking now like 2011 or 1997.

Not far from where we live there was a flash flood yesterday. There are fields there that have underlying clay and today those fields are dry and firm and had vans driving over them to gain access to a building they left very little evidence they had been there.

As long as the rain stops very soon and it stays more or less dry the site will dry up and cope OK.

To be fair though, it's been raining pretty much constantly all week! Once the rain stops, the ground will gradually dry up. 

This isn't hopeless optimism. It's basic geography.
