Wrong time to allow people more wiggle room. It’s not the fault of the people of Liverpool. The government said they could go out and enjoy themselves and now they are seeing the consequences of that political decision. 

Also important to remember geographically it was the only Tier 2 area amongst a bunch of Tier 3 – so it ended up getting lots of visitors from places like London/Manchester who knew that stuff was open, and potentially spreading it.
