I think the "could" means on practical terms rather than in terms of whether they want to.

but the 'practical terms' is merely deciding to do it, and getting the infrastructure to do it in place.

It might take time to do, but it's without-doubt doable and they should be doing it. So it it shouldn't be 'could', it should be 'we are' while saying it takes time.

It’s like they don’t want to use the words national lockdown because it’s a bad image to portray ... Tier 5 is going to be schools isn’t it? Anything else ?  .... but they will leave the odd area out just so they can say it’s not a national lockdown

I’d hazard a guess that they prioritised those that would be available alright. In principle, once approved, other biotech firms could start to manufacture the Moderna one as they have said they won’t enforce their patent during the pandemic, but might be easier to cut a deal with them to make their vaccine. BioNTech have more manufacturers lined up to start producing their one shortly, Lonza are making the Moderna one in Europe, but there are plenty of other companies that could pivot to vaccine production. Need as many places as possible cranking out approved shots.

Aren't Moderna locked into only supplying the US until Spring?

That's something I've never got. Just because you can use long words and abstract similes doesn't make you a good communicator, and I should know given I've been criticised for doing both in chats with friends in the past. It might work for dinner parties or writing long-winded opinion columns but it doesn't work when faced with a massive crisis, and well, this is one and its just not working.

But its a variation on a theme - it amazes me that we have a government featuring former journalists in prominent positions, have expensive PR teams and spin doctors at their beck & call and have spent most of the last year being the only real organisation buying advertising space on TV/online/radio/print/billboards, and yet the communication is so consistently terrible. Its just bizarre.

Tony Blair calls for introduction of 'vaccination stations'

Tony Blair has called for the introduction of “vaccination stations” modelled on polling stations as part of a massive effort to accelerate the rollout of the jab, along with cutting limits on pharmacy distribution and using unoccupied office space as places to administer the vaccine.

Among other measures he proposes, the former prime minister also says that a minimum of 30,000 additional vaccinators are needed and suggests a single platform should be adopted for a “Covid pass” that would allow any individual to quickly show their status on testing and whether they have been vaccinated.

“Though it is true that the NHS is doing a herculean effort in vaccinating as many as they have, it is simply not sufficient,” he said.

“We have to treble at least the number of vaccinations by end of January when enough supplies of the vaccine should be available to allow us to do that.”
