So Emily's NME interview confirms it was done with the webcam in mind:

Emily Eavis: “It’s been a busy 48 hours. Stanley Donwood, who is the artist who does Radiohead’s artwork, but who we work with on Glastonbury artwork as well – he designed that bear logo of Radiohead’s. When we were thinking about how we could announce this, the idea came up that we could do this. You’d be surprised how a lot of people look at the farm all year on the webcam. They check in on it on a daily basis. We thought maybe we could use the webcam as a way for people to find out. We found some amazing scenic painters called Jackie and Nigel – they do lots of work with us in The Park area of the festival. They came down, started yesterday morning at nine o’clock and finished today at midday, and it’s just been slowly kind of evolving. What’s been really exciting about it is that people have been able to watch it grow through the webcam.”

guess that kind of rules out them doing it for the other two headliners, although what they'd paint for Sheeran i have no idea, and i guess the shock/surprise would be lost. would be cool if they did another big 'statement' announcement though instead of it just appearing on the website. definitely made it all the more exciting, especially as we already knew they were nailed on

BBC weather says that the area is foggy http://www.bbc.co.uk/weather/2640282

The only logical conclusion is that they want an even bigger reveal for this headliner than the last and instead of the webcam having a 'malfunction' like other suggested for Radiohead, they have devised a way to change weather for significant portion of the South West. Bravo I say.

Not sure if i've been using a different webcam link to others for the past year or so (used to get a fullscreen image straight away)  but it's changed for me today and now links into what seems to be a dedicated BBC music Glasto page (that i've personally never seen before)?

I've previously used this:
