It’s up to them. In terms of performers I’m betting there are some pretty robust contracts in place. If the festival is forced to cancel the whole thing it would almost certainly be classed legally as a force majeure event ie the contract couldn’t be fulfilled through circumstances that were not the fault of either party. Much bigger forces at play, if the festival is cancelled it'll be in the name of saving lives and you really can't argue with that. Not going would suck, but at least no one will be missing out as no one else would be going either! For the last year we've been planning to treat this festival as our honeymoon (getting married the weekend before) and now we've started to make a back up plan just in case. In doing so we've realised that if that's what it comes to then it's really not the end of the world. Although if the festival is canceled please don't all rush to rent romantic cottages in the lake district that weekend In terms of refunds and that I have a suspicion that they'd come down on the side of letting people keep their tickets for 2021. Money in the bank for one, and also guarantees a sell out 2021 (which should never be taken for granted). Also it's the path of least resistance in terms of potentially pissing people off, the angriest punter would definitely be the one who had a ticket for a cancelled festival then failed to get one next time, whereas those who did miss out this time would at least get another chance for what is essentially the same festival.
