I thought the same. I'm in Spain and everyone wears them at all times in public and always properly.

Just had a clip on news from Leeds and pub and cafe owners were saying they couldn't see the point of opening if go into tier2 as they just expected another lockdown after christmas.

Literally ran in and out of westfields this evening with an fpp3 mask on and it was less than 50%. Which was very concerning for a tier 3 area.
