It looks very real but at the same time would not call that ‘a complete shake up’ or the lineup

This is my thinking possibly. Melvin could be very short on the term headlining and neither Stormzy or Liam have headlined before. People might day co's are still headliners but if they were thought enouhh to hold the spot on their own they would have.

I remember many times that Melvin said that there were "four headliners" or "five headliners" and no times the he said there were "two headliners and another night which kind of just ends without a headliner, sorry". And he's the one whose word is that the headliners are all new.
