Problem is they don't know who is armed, could really go off.

What can they do? Start shooting? One person gets shot and all law enforcement get torn limb from limb and it never ends - full on civil war. 

There is no answer for this - they almost need the civil war and have a clear winner because otherwise there will be no democracy ever again there. 

And this will spread to the rest of the world. I never thought I'd say it but it's good one party has a clear majority here...
