An act that's on the bill and claimed as an exclusive at another fest doesn't really fit, as far as I'm feeling it. That sort of thing has happened before without it also having what feels like a total info-lock-down around it this year. We know they have a good relationship with the festival and have been in and around it enough to know how it all works. If/when they want to headline, I'd imagine they'll know what they have to do, and when they have to do it. Now as for why the wouldn't want to headline, who knows? It's Radiohead, they tend to do things a bit differently. Maybe they find the "secret" sets generate better publicity and are better for their image, or maybe they get to enjoy the festival more when they're not the headline act. Because the publicity and hype of revealing them actually playing on the spot is much greater than revealing them on the second poster? Just a thought. The Libertines thing last year (granted it was out of necessity) certainly went down as a festival highlight, not to mention fantastic media fodder, and therefore could be a new tradition that the Festival are looking to instill. Kendrick seemed more likely with a Wednesday 1st June announcement. A first of the month date suggests that date is being used for contractual reasons - such as protecting someone claimed as an exclusive elsewhere.
