So announcing without the 3rd headliner - my guess is either

Headliner has their own shows to promote / sell tickets for first and they want to protect these - eg Blur, Taylor Swift etc or they are 'exclusive' to another festival in the way that Metallica were supposed to be last year eg Fleetwood Mac

or

It's Swifty - and they are holding off to be sure her mum is ok and she is able to commit -

I hope I'm wrong on all fronts and it's the Roses - and they announce a new album out first week in June and Glatonbury is their launch party!

They then put on 3-4 mega shows in the UK this summer

Also applies for Macca, who is struggling to sell out his outrageously priced Birmingham and London shows.

Swift doesn't have any show to sell/promote, BST is already sold out.

can't see why they'd be holding off because of her Mum either, i'm sure she already knows when the chemo etc. will be, and she'll have already committed to the gig long ago, so it's just a matter of announcing it.

Looking forward to hopefully seeing some of the line up tomorrow. And whenever the 3rd headliner gets announced I'm also looking forward to the happiness/sadness and down right unreasonable hatredness for whoever it turns out to be. That announcement will be a win win for me. Will be a most entertaining read. No matter what's been said about him likely not being there, pleeeease be P***** though.

Maybe Flo wants to wait and try and announce her headline slot when her album is number one to have that to throw back at the doubters. Unlikely, partly because obviously if the album charted horribly it'd go down even worse than if she announced it now, but not impossible.
