The latest license setup should mean at least it is stable for a while hopefully and will not grow more. But current population size unlikely to ever go lower. 

Yes, and same problem with a lot of smaller festivals and similar events! Always expected to go bigger every year, and it's getting harder for them to just be good events that do what they want on their own terms.
