So, small clubs will be able to spend as much as they can afford. The main club that is going to be impacted is Man City because they won't be able to spend much more on wages.
Rumours floated around before the weekend that Sunak was going to announce on Monday, but the SNP news was the big story yesterday, we've got local elections in 2 days so I doubt anything is happening this week. My money's on September.
