Because it means whoever purported this is someone FR has a contract with and has allowed on site; it's not just a random punter who they'll have no prior knowledge of before they come in through the gate, it's someone that they're working with

I think you're expecting too much of a process. I'd rather festivals still got involved with traders in ways that don't involve the endless bureaucracy of the real world.

I wouldn't presume it's a trader just because it's in the traders area, it may have just happened there because it's a quiet/empty spot.
