Has much as i want it to be pearl jam, im leaning more into billie eilish due to the timing of the announcement

Timing is odd for Billie as well. Festivals in 2023 weren‘t announced all together and mostly 11am GMT+1.

We‘ll see!

Also: Do we have legit rumors that Billie is touring in 2024 except for @YunT dropping her name for Mad Cool?

I'd be surprised. They headlined in 2022, and there aren't too many artists that have played Mad Cool twice in such a short time.

From where does it come from? Didn't see anything on both Mad Cool and Maneskin socials. But it wouldn't be a surprise at all. They are headlining the biggest festivals next Summer. Maneskin, Pearl Jam, Dua Lipa and maybe Ed Sheeran could be the 4 headliners.

Appeared on a Maneskin fan page on Twitter when I was having a search for 'Mad Cool', which when I've looked have been correct about other dates. I expected them anyways, and I think you're right but maybe with Foos replacing Ed Sheeran.

I remember people that has insider information saying Pearl Jam didn't want any co-headliners for Mad Cool 2018 so they wrote Tame Impala on the second line. It's weird they accepted it this time.

Yeah at the risk of sounding ableist that is a shocking decision. Nice start to the line up but don't think I can go to a festival that has James Arthur booked for a few different reasons. 

Very shocked that there's no Foos or Maneskin, wonder what else is hiding behind those disks...
