Because they are impossibly shit live and they charge a huge fee. Reading has more integrity than to book an act that would be popular but they know would be terrible.

TBF to RHCP, they can be good live. Or could at least. '07 might have been an aberration, but it was that phenomenally bad there's no way they'll be booked for Reading again.

Bloc Party would count? If it's a first festival set in the UK. Unless they're at Bestival, which I'm not sure about (it certainly won't have both them and Florence), there's no big festivals left to announce a headliner?

Sex Pistols did their reunion, and I'm sure they were fucking awful. They shouldn't be anywhere near a headline slot.

I can't believe Daft Punk would end up at R+L when they finally do shows again. Of course, if they do, I'll be there, but I just can't see it...

And I can't see Reading treating Biffy as a headliner only a year after they sub Download. I expect them to take a year out from festivals next year.

Even if Oasis did reform, I would consider it too much of a risk to have them headlining with the Gallagher's love hate relationship.

I think they've reached their peak in popularity and won't grow beyond their current level of success. I can't see anything boosting their popularity enough now. I suspect they'll permanently be a sub.
