a ) nobody would consider them as headliner material yet?

b ) nobody has really mentioned them before - maybe a metal act or something?

c ) they're not touring, so it would be a surprise if they played?

d ) he's had previous info suggesting they wouldn't play?

nah, it only means that the decision is still pending. At the end of the day it's nothing different to the "we might play" comments he's made previously.
