Resale "later on in the year"?

an update from SeeTickets, according to MusicWeek:

“There will be resales later on in the year for customers who don’t pay off their deposits".

is there any truth in this?

for the record, we missed the tickets for the first year (we were able to get to the payment page, put all the credit card details in and the- twice- the page didn't load, until we got the "session timed out" horrible page-SHIT). as we're coming from italy, it's pretty difficult for us to wait until april, cause at that point the airplane tickets could cost so much that we can't afford them...

It's, obviously, always been the case that if your card gets declined or payment doesn't go through for some reason (possibly fraudulent use of cards, etc.) that those tickets go back in the pot. Perhaps there is an unusually large number of failed transactions this year meaning there are enough tickets to warrant a resale? Possible but seems highly unlikely. I agree with those posters thinking they are referring to the "Glastonbury Year".
