Yes they are, and once used once you can't use them again (even if you have just bought one or two out of the maximum four tickets allowed)

People who want presale codes? Most bands allow you time between announcing the tour and sending out the codes to sign up, kinda unfair on more dedicated fans. Ben Howard made you preorder his whole record before you'd get sent the code, that's the way to do it.
