I can't be arsed with the inevitable semantic crap about his intention, which the rule hinges upon. His intention was not to bring him down and he didn't bring him down. His intention was to fight for the ball and Suarez dived. It would appear that the authories agree too.

Wales qualifying in 1958 often gets mentioned as a way of demonstrating that it might happen again, but .... Wales didn't really qualify that year. I can't remember the details now but Wales essentially got a bye into the finals because of some issue around a couple of other countries (I think it involved Israel).

I've never heard that before and just did a quick google search and found this...

That's very probably the way it happened - but I think it's the case that Israel were a completely useless team at the time, so it was almost like playing no-one.

I've certainly read stuff that was saying that if they'd not been that situation then Wales wouldn't have had a hope of qualifying for the '58 finals.
