I still reckon Four Lions was probably near documentary level accurate. With some real effort you could do terrible things - but the vast majority of those led into extremism simply aren't that smart and with it, or they couldn't have been led that astray to start with

It depends how wide an area you want to affect. It would be impossible (even if you had enough acid) to hit an area the size of a city due to the way the infrastructure is set up, but it would be fairly easy to target a few streets or a small housing estate.

Putting a device on taps is the wrong way to think, just intercept the pipe and inject whatever you want. If you think that is unlikely then you should read the story of the bloke who got caught providing free power in london by digging up the streets pretending to be genuine workers. It went on for a very long time and it was the free power in houses that got him caught, never the teams digging up the roads and intercepting cables.
