What and Where is the 'Tor View Lookout'

I keep seeing this on the clashfinder and have no idea what or where it is. 

Can one of you clever people tell me all about it and if its worth spending time there.

Its just to the right as you walk in gate c. gives a cracking view across the site especially when its dark.

In the past its had flames shooting from it for a short time around 11pm i think.

Next to Pilton Palais? I'd quite like to go to this

Yep but the other side of the fence you can't miss it.

Its a nice place to stand for half an hour around midnight with a toastie and a pint and let the crowds die down after the headliners before you get stuck in for the after hours session.
