It was discussed in the Glasto section when it first came up and some normal members could do it while some Gold members couldn't. Unless those normal members were lying and the Gold members stupid there doesn't appear to be any rhyme or reason to it.

Yeah it seems logical that it would be something to do with Gold membership but maybe it wasn't/isn't working properly or some Gold members had pop-ups blocked or something. Maybe some other Gold members can confirm/deny, it may have ben fixed since it was initially introduced.

Maybe the Gold Members who can't see it just don't want to reveal their powers just yet or are seeing who are disliking their posts and formulating plans to get revenge (if they are really the low)

Neil has said a few times it's set for all members and not just GOLD members. It's not really important though if the system is being devalued by people giving negative reputation for liking or disliking bands. I preferred the old likes only thing where it showed the names of the liker at the foot of the post.

Absolutely, the system should be used to downvote Matt for posting nonsense, or to upvote people for amusingly or inventively pointing out that Matt is posting nonsense. Or to downvote people who get annoyed by downvoting.
