Iv seen them numerous times live and they have been brilliant. I think they were placed in a spot in 2010 which they didn't give a shite about. Even i agree their performance had no energy what so ever. I do think they will headline in a few years though, depending on the new albums.

They are not 100% ruled out but Neil has said that there is a strong chance of them announcing a September tour which would not make sense for them to play in August for one weekend then come back again in a month

Haven't seen any mentions of the possibility of Arctic Monkeys doing a one-off U.K. headline set this summer, they were absolutely brilliant at Benicassim last year, (although dissapointing Reading '09) could possibly be them with Bloc Party or Flo underneath??? Possibly even with Black Keys subbing seeing as they're doing that for TBK in the States??
