Best food stalls and bars ?

Check the venues bit of the official Glasto site for the bars and late night venues. Some info there about what sort of drinks are available. There's a Bourbon Jazz bar at Williams this year and the Red Flag, Avalon and Bimble Inn all do real ale. About as much as I can tell you on drinks.

Food wise, the market areas in and around the main stages have all sorts of lovely grub. I'm told the Green Fields areas have some cracking stuff too but I didn't get to try it last year. Some of my favourites were La Grande Bouffe (Tartiflette Potatoes and Red Wine Sausage) and the Mexican place in The Park (nice Burrito).

Bar-wise, everything will be different this year. WBC will be providing a reduced number of their usual bulk 'lager/cider factory' bars, and the shortfall is being made up by Shelter who will be doing some new themed-bars. At the WBC ones, it's going to be the same limited range of drinks in vast quantities and high speed service. At the Shelter bars, I expect each bar will have it's own speciality, e.g. the Bourbon Bar, and it will probably be much more of a mission to get served.

Nobody will really know which bars are best until afterwards. I.e. you'll have to explore.
