Why are people so surprised that England didn't get it? The whole countries came to a standstill with a few inches of snow ffs, imagine us hosting a major sporting tournament?

yep - that was the reason most people were giving for writing them off.

Perhaps they were being naively stupid with that tho, cos similar was said about South Africa, and anyway, if they're going to say the heat in June/July is too much there's huge chunks of the world that will never see the WC - and that doesn't really seem fair.

Unless they change the rules (again), it'll go to somewhere in North America, South America, Africa or Oceania (but not Australia because FIFA somehow think they're in Asia).

Realistically, that puts USA as front runners. Can't see any other nations in there who'll be capable of greasing enough palms.

Nothing to do with how often you bid.

The only limit (at the moment, and FIFA have a tendency to change this to suit their current desires) is that the World Cup can't return to same continent until at least 2 other continents have had a turn. So any England bid for 2026 would be disqualified, any USA bid would be fine.
