His brief is essentially the structure of the coaching set up of the best kids in the country. Southgate has 101 coaching badges and tons of experience at the top level. He just does not have the highest coaching badge of them all - the UEFA Pro License. The coaches that he is tasked with improving are ones coaching u13, u15, u17 etc - coaches that do not require and will not require UEFA Pro Licenses - the role of a kids coach is totally different to managing top flight professional footballers.

So, in short, he won't be less qualified than the coaches he is tasked with improving. You are posting an opinion of something you know nothing about. I spot a recurring theme here know nothing Neil.

1. heading up the changing of the coaching structure in youth football
2. increasing the number and quality of the coaches themselves
3. improve the relationship between clubs and country with special regard to releasing players for U17, U19, & U21 international matches

I'd suggest none.

I'd also suggest that he's a bloody good candidate for the role.

i'd suggest his managerial experience would have a little to do with discovering and helping blood young players. and as far as his punditry skills go, he's on itv. and is on a par with mark lawrenson for me for intelligence/insight.
