do you mean the main stage headliners? if so, no. i think one of them starts half an hour earlier, because there's always one headliner with a longer set. this year it'll probably be radiohead.

No sorry what I ment does the main stage/nme/FR etc stages start at the same time a each other. So you can see all of the headliners?

They all finish at the same time, but the smaller the stage, the later they start.

Mainstage get 1hour 30, nme get 1 hour i think, then its like 50 and 45 minutes for the next stage. something like that

Yeah Main starts at 10, Radio 1 and Lock Up at 10.30, FR at 10.40.

That's licensing restrictions for you. To further answer the initial point, all stages finish at 11.30 (Reading) and 11 (Leeds). Although the Radio 1 stage headliners usually only get an hour, I wouldn't mind betting that Faith No More get longer than that.
