So many things. Three easily identifiable huge cost centres (amongst others) would be -

Security - Given the number of staff needed, over a far more extended period of time than any other festival, I'd expect that the cost for that comes to millions by itself. Because of the scale of the event they're having to pay for positions across the extended Festival site, B&W showgrounds, Castle Cary, plus Pilton Village and other local residences. Even the odd few positions further out.

Core site Infrastructure - The various Fencing and Trakway used (again, covering far more than just the actual festival site) is likely millions as well.

Power - Generators, fuel, and batteries and the like. Again the scale bumping up the cost - when you drive in along the A361, many of the local properties have stewards or security on them to stop us riff raff taking a sh*t in the garden - if you look closely most of those have lights with generators attached (and portaloos, which is another cost..).

Those three things are worth mentioning because they've all reportedly increased by far more than inflation over the past 4 years - obviously I don't know what deals GFL has in place but I reckon they'll be doing very well if the 3 of those combined comes in at less than 10 million, and that's before they've even provided a toilet, put up a tent, or booked a band.

Land hire as well. Both for the land they use from other people, and the fee that the festival pays to the Eavis farm company as "compensation for lost earnings". This was £500,000 in 2015 which was the last time the figure had to be declared separately on the accounts. 

That's the cheap rate that Eavis essentially charges himself and would be known to the owners of the surrounding land...

We know from their planning application that Arcadia's budget for their field was £465K in 2019.  From that nugget of information, you can imagine how you get to £40M quite quickly, especially when you start buying infrastructure and headliners!
