i mean, i understand that it needs a license... but why would there be restrictions on timing etc? should just be an absolute free for all weds 9am - monday 6am.

Because actual human people live around there (the noise from the festival travels a considerable distance because of the sheer scale of it) and the festival needs to keep those people on side. If you start pissing off the local community that's when the trouble really starts in terms of licensing and crackdowns.
