I don't think it is against the law not to register. It is certainly not a criminal act and there has never been a prosecution for this as far as I know, so you may be waiting a long time. The Representation of the People Act requires that all Registration officers have a duty to take necessary steps to try and obtain a registration if you are eligible, but it does not as far as I can see state that it is a legal requirement for and individual to respond, though many councils do believe that it is.

That's wrong it is a criminal offence not to return the registration form but (and it's a big but) it is one of the offences on the statute book which will never be prosecuted. I certainly think that for policy reasons they would never prosecute someone in Neil's position. Look, for example, at the TV licence refuseniks - none of the people who have made a public stand about it have been prosecuted by TV licensing.

If somewhere is picking and choosing which laws to uphold and which not to (which it appears my own area is), how can they be trusted to be applying the laws they do choose to uphold in a fair manner? Picking and choosing is a fraudsters charter.

Sorry I don't think I expressed that point very well - I'd be very surprised if the CPS prosecuted someone who was an electoral roll martyr. In the same way that if you don't pay your TV licence you'll get prosecuted but if you refuse on principle then you're likely to escape.
