Are Bloc Party definitely ruled out? Bloc Party/Kasabian/Foo Fighter would be insane for me.

Ye Neil had the headliners nailed last year and the years before that, this year you can pretty much guarantee that Foo's and Kasabian will headline with Kaiser Chiefs 3rd from top. When efests say TBC then it is definite pending confirmation from FR, Strong rumour then it is highly likely and rumour is just as it suggests.

PJ Harvey won't be there. I'm pretty sure she's done with touring Let England Shake and I very much doubt she's going to do a one off show for Reading and Leeds'. I couldn't see FR even making her an offer to the play the festival anyway.
