Competition tickets for sale on eBay

Just noticed this person who has apparently won two tickets and is putting them up for sale.

1] The ebayer only has a 2 rating.

2] If we assume the ebayer is legit I'm not too sure what the competition rules/guidelines are on transferring tickets, has anyone here won tickets before and knows the score.

when i won tickets last year I had to give the names and addresses of who they were for straight up - well not immediately but a day or so later, and i think i only had a limited time to do this. the names and addresses were printed on the tickets although without photos, but we had to provide photo ID when picking them up at the box office and when showing them at the gate.

I'm not sure if all competition tickets work like this, but i'm not sure i'd risk it!
