The BBC have the Blur (almost, very nearly) confirmed story here and towards the bottom of the article, Mr Eavis is quoted:

Turning to another big name act that's on the Glastonbury bill, Eavis said: "We've got Lily Allen, of course, and she was practically born at the festival anyway, because her parents used to come."

He added: "I think her new single is the best song she's ever made, so she'll be very high up on the bill on the Friday night - not headlining though."
