Citizenship via investment programs basically work by saying if you invest this much in our economy (say buy a property worth x) then we will either grant you citizenship or residency with a route to it. The EU has rules on how low countries can set the bar. Montenegro was one of the easier ones to get and they've had to tighten it up.
My view would be given them any damn slot they asked for just to make it happen. Up to and including the big one.
Realistically though in terms of where they could draw a crowd in 2027 - even including a "first time back" bump I think you'd be looking at Woodsies/Park headline, or somewhere around 3rd from top on the Other stage.
Unfortunately I'm not sure that the reunion would excite many people not currently in their 40s or 50s.
