You won't get "permission" and as above may end up with a fine. We have been through this several times. Not encouraging you to tell lies, but only way round it is to tell the school they are ill. Phone in the following day and say you are keeping them off till after the weekend due to (insert fake illness)

The reality is that for some kids it could be a great cultural experience. Others might just get dumped while their parents indulge in a week of hedonism.

Mind you, the same applies to adults.

To be sure, why not look instead for some more family-friendly festivals that don't clash with school term time?

If the kids have a good attendance record there shouldn't be a problem. Personally speaking, I'm not in favour of encouraging my kids to lie.
