OK, give in - what's it mean?

It's a way of "bumping" a thread to the top of the front page (as the page sorts by the thread with the most recent replies).

While I am loathe to speak for GTG, I think the intention was probably to promote threads with actual discussion, and demote all the ticket request threads that had taken over the front page.
