from a great source, that I happened to speak to this morning.

Both bands are apparently booked to appear independently - I'm not 100% on which stages but know that that Tunng are being considered for The Park, and it seems almost certain that Tinariwen would be on Jazzworld.

There is, apparently, no booking currently for them to do their thing together (which they've been touring recently), but I was told that it's hoped that it can be arranged.
