I think the H&S issue is to do with the amount of people that will want to be in the Park, rather than what the band want on stage. Too many people in a small area, that is not designed for 'huge' numbers in which the band are used to playing to, trying to get to the front to see a big band could cause people to get crushed or hurt.

That doesn't mean they won't play the secret slot, franz played a "secret" set at the park last year and they're back this year.
