Well, the plan says a little bit more (without specifying everything):

April 19 allows also outdoor events with limited capacity;

May 3 allows big outdoor events and indoor events with limited capacity.

 

Looking to this, festivals will be allowed. Can't say at this moment about capacities and all the rest.

Festivals will be allowed everywhere in Europe. In fact in Spain on Monday they will be allowed already.

The problem is not this, it's as you say the capacity.

Seems very unlikely that big capacity festivals will be allowed in Portugal in July. Almost impossible.

Are there specific numbers regarding outdoor events capacity?

https://www.publico.pt/2021/04/01/culturaipsilon/noticia/bilhete-espectaculo-2020-adiado-2022-pedir-reembolso-1956909 the Portuguese Government approved an act that allows tickets holders purchased for festivals scheduled to take place in 2020 - and moved to this year - to have the full refund of the ticket starting from 2 weeks later the last scheduled day of the festival. For nos alive is 10 July, so it is possible to have the refund starting from 24 July. Otherwise it is possible to change the festival ticket of this year with a new one for the next year

Assuming that nos alive will not take place this year
