Isn’t this news of Tier 3 now being imposed rather than agreed just lose, lose for Burnham/Greater Manchester now though?
He’d quite rightly pleaded his case for a week or so, and seeming negotiated them to offering close to what he was asking for in terms of support - shouldn’t he have accepted and taken that as a win, given the circumstances? 
Not sure how he comes out of this looking now, with neither of his battles won.

This isn’t just Andy Burnham, he’s operating on behalf of all local leaders in that region. He’s the mayor so he takes front stage.
