It's an ever changing scenario and its getting worse and worse by the day. I don't think anyone expected him to say that events will get no support today. At some point the festival has to make the decision to pull. That is going to happen very soon. They wont have the volunteers to start the build. The festival is 13 weeks away.

Everything is speculation until it's cancelled.

Love your optimism and would love the fest to go ahead but in issuing advice for everyone to avoid mass gatherings this encompasses not just crowds, but workers and volunteer support workers. Given the duty of care to workers, no company/group can operate under such advice.

We're still over 3 months away though. They've previously said that they don't want to do it for too long as they know the public won't tolerate this for months and months.

Similarly, they have just said it is weeks, months or possibly longer.

This, with the 12 weeks of self isolating, as well as the discouraging of gatherings, means that you would be left with less than two weeks to build a festival.

No, cf, they're not saying that. They're just referring to 'those who would usually require the influenza vaccine' should take greater care. They're not mandating the >70's self-isolating, just strongly recommending it.
