In legal consumer terms you have a contract with GFL for a ticket to Glastonbury 2020. If it is cancelled by the organiser then a refund is due. Nobody has a contract with GFL for a Glastonbury 2021 ticket.

Of course everyone who has paid a balance is hoping that will guarantee a ticket to the next festival if cancellation  be necessary. However this is not a simple fix. Lots of people have already paid monies in addition to the balance for things such as coach ticket, worthy view, third party accommodation, campervan tickets etc. It may be considered unfair to hang onto this money for over a year. Also, would these ancillary services contracted in 2020 would be available in 2021. Then there are the conditions set out in any insurance policies that GFL and others have. 

Finally there is the question of the drop out rate from a 2020 to a 2021.

Add all of this up and  a refund could appear the easier pathway.....

More further point.  

No one has a ticket yet as peeps have only put down a deposit which may be considered as an "option to buy". You only have a ticket when the full transaction is complete.
