I think he/she was referring to the announcement e-mail. There were no day splits there. It took a while for them to release the new poster and update the website.

Most international bands depend on other festival shows or club shows around single festival bookings to cover their costs. Even if a festival in a particular country could (legally) take place, many countries will lift their limitations at different times. Because of that a lot of bands won't get enough dependable bookings to be able to do certain festival shows and will cancel. BKS is a festival with at least 50% of their acts being paid low salaries (if any at all). If a lot of the undercard and a certain amount of the medium sized acts (which at BKS are not that big either) do cancel, BKS won't be able to take place, even if the headliners would still perform.

Another factor is that Europe-wide ticket sales for all kinds of concerts and festivals are close to zero right now. If the ticket sales won't cover (at least most of) the cost of the festivals these will be canceled due to financial insecurities. Most promoters have absolutely no positive cashflow right now, because all shows and tours are suspended for the next weeks (and probably months) and lot's of people ask for ticket-refund instead of waiting for replacement show in the fall.

A last factor I want to mention is that all measures and limitations right now are set in place to stretch the time the virus spreads to keep the total amount of infected people at all times as low as possible. The infection time will not be over in a couple of weeks. It will take months. Worst case most measures will be in place till there is a vaccine what could easily take till 2021...

Especially number 3) is a nice find! However, it is the same weekend as Lowlands Festival. Would surprise me if both festivals will take place in the same weekend (if festivals in August will go ahead in the first place...)

 

Edit: an other festival is planned that weekend at Beekse Bergen, Decibel Outdoor (dance festival)

There are three reasons why:

1.) Both Primavera Sound Barcelona and NOS Primavera Sound Porto have been rescheduled.

The Barcelona edition moved from June 03.-07. to August 28.-30. and the Porto edition from June 11-13 to September 03.-05..

That's interesting news for BKS, because BKS most definitely won't take place in June and BKS shares all three headliner with Barcelona and several other bands with both festivals. 

Bands confirmed for BKS and Primavera Sound Barcelona:

Massive Attack, The National, DJ Shadow, Black Lips, Black Midi, Sampa The Great, 100 gecs, Park Hye Jin, The Strokes, Maggie Rogers, Fontaines D.C., Tropical Fuck Storm, Beach Bunny, Weyes Blood, Diiv, Black Country New Road, Metronomy, Rolling Blackouts Coastal Fever, Squid and more

Bands confirmed for BKS and NOS Primavera Sound Barcelona (full lineup not yet announced):

Diiv, Sampa The Great, Black Midi, Park Hye Jin, Maggie Rogers, Weyes Blood, Rolling Blackouts Coastal Fever, Mura Masa, Khruangbin, OM, Mina & Bryte and more

2.) Right now there has been no confirmation about what bands will still perform on the Primavera festivals, but if The National, Massive Attack and The Strokes will perform at Primavera Sound end of August, chances are not that bad that BKS will reschedule, too. If the headliner will be the same, changes to the rest of the program aren't that important for marketing and sales.

3.) On the website of Beekse Bergen (the location of BKS) the weekend of August 21.-23. is fully blocked, while the two following weekends (when the Primavera Sounds take place) are still bookable.

On the other hand, it would be really strange if Lowlands and BKS would be on the same weekend

Ah, I missed that. It would be the battle of friendly fire versus Mojo.  But I guess IF there were to be festivals from the second half of August on, people would be in such a state of withdrawal from concerts that both festivals could still sell very well.
