This whole Neymar saga is mental. He pushed for a move to PSG which in turn meant Barcelona deployed some pretty shitty tactics to sign Coutinho, who forced a move from Liverpool.

A year later and Coutinho (+ Dembele) is being used as a makeweight in a deal for Barca to bring Neymar back.

Football has gone mad.

Nope. That's double our previous record signing (Almiron in January). We did spend 40m in that January transfer window under Pardew. 

Does anyone know if he's actually any good though?

He'll have to set the league on fire if they want to make much profit from 40m. Granted he is only 22 but still.

Really? 40m isn't exactly a huge amount in the market anymore. I reckon if he has a couple of 10-15 goal seasons Newcastle will think they can demand double what they paid.

all depends how good the scouting is.

Liverpool picked up 'unknown' Firmino from Germany at a decent price and that's not worked out badly at all.
