i know it came from a shop. the point is that GFL were already publicly giving the name of a new event.

Yes, Arcadia is a separate company, and they asked GFL to go see the new site with them that was under consideration for VB, after GFL had already gone themselves.

so clearly there was a decent amount of planning and thought gone into the idea.

It was definitely considered but I think the level of planning is being overestimated

It is, but they're one of a number of companies for who a large portion of their annual income comes from Glastonbury. Arcadia don't do many other shows, so they have to plan very carefully for fallow years as their income takes a big hit.
