Don't think they are. It's only in the headline, press release says they're "joining the massive lineup"

They updated it, Garbage are after Foals and before LP so no surprises there. 

That probably confirms second down slot on main stage, if we assume they are not headlining (they don't)

I had to get through boring Monday somehow ?So i did this, it's more transparent and easy to compare. Feel free to use or edit it...
Not all 2019 artist are 100% where i put them, also they are sorted from strongest to weakest at each stage (that's relative, i know..)

LP is on the Main Stage, they confirmed to me. Not sure which slot though.

Frank Turner is the only act that hasn't officially been given a stage yet.

Elbow are in Germany the Thursday of INmusic week, they very well could take a top slot. The Good, The Bad and The Queen could take a sub slot if they're not already filled by Kurt, Garbage & LP. Khruangbin could be an interesting World Stage headliner, as could Charlotte G.
