Forum and expression

I saw this on Glastonbury site..."A large area of the Festival (the "green" area) is set aside for 'various forms of religious expression, and a forum for debating environmental, social and moral issues." Is it possible for people to have some sort of stall to give information on a form of religious expression? How does one get so,etching discussed in the forum? Thanks for any advice.
