Record labels stage hosting at music festivals

Can anyone give me some more information on how small/independent record labels host stages at music festivals? I'm organising a small music festival taking place next year and am at the stage where I'm ready to approach a record label and a local live music venue with regards to hosting a stage at the festival.

This is the part I'm unfamiliar with, so don't know exactly how to approach them or how it works, for example, who pays who? Does the record label get to promote their acts & label at a music festival and potentially reach new audiences, and in return the festival gets free acts for its line-up with no money involved?

With the local music venue, presuming they were up for it, would they pay the festival to sponsor the stage for the day and the festival would book and pay for the lineup?

Any info is greatly appreciated!
