nah probably wont happen unless its announced way after download cause otherwise AC mite get pissed off.
also doubt they'd come back over the pond just for 2 dates, they'd have to start doing more dates.
my guess is an academy/arena tour late this year/start of 2013.

After Lost Prophets & Faith No More headlined other stages at other fests 2 years in a row he's given up on booking bands as exclusives now but that only really applied to headliners, there's been the odd mainstage band at Download that's been billed for R&L the same year without having to wait for a post-Download announcement.

I don't think it's out of the question, once the Pearl Jam tour is out of the way I don't see why they couldn't look at finishing the European festival season off before going back to tour America properly. Their new album will be done by then apparently and it will mean they won't have to do a full tour of Europe as there is plenty of festivals in August to cover the place.
Or maybe I'm just wishful thinkin

Wouldn't have thought they were big enough to do it myself, maybe the second stage. And they do have a history of pulling out at the last minute at Reading.

Yeah the fact that they subbed the next year probably means that they forgave them. I think FR would love to have them back but only in the right slot and the right money for FR, and it depends whether Soundgarden agree with that slot and money. And it'll probably take more money and a better slot to lure them given that they're touring and subbing Download earlier in the Summer than it would if they were touring later.

On the topic of pulling out and Chris Cornell didn't Audioslave pull out of R&L at the last minute because he wanted to work on his solo album or something along those lines?

Nah, shorter set time and dicks in the crowd being bored because they are there to see Foos. Rather have them in the NME tent myself. So what happened to your tune from last year that they would only headline?
