Yes & no, they only ever give it out to people/bands with a new album/reunion tour etc. coming out.

With Primal Scream having contributed a hell of a lot to music over their career, and like someone said earlier, they give the award to someone who has released a new album or on some form a special tour, similar to the one that is bringing to light the winner of the first ever mercury music prize. The fact that they won it before should be irrelivent, the fact that they are constantly contributing such a large amount to music after being around for such a long time, in my opinion is deserving a second award.

I'm no Grohl fan but how on earth is it a shit winner? Drummer in one of the biggest bands of all time, lead singer/guitarist/lyracist in one of the most popular bands this century. Numerous sucessful side projects. One of the most respected musicians around.
I really can't se how anyone can deny him the award.
